What does DOT Part 295 require of a charter broker?

Before contracting for a flight, a broker must disclose the operator's corporate name, its capacity (principal or agent) and whether it holds liability insurance covering the charterer and passengers; on request, total cost, third-party fees and, if it is the charterer's agent, carrier ties. Advertisements must say it is a broker; eleven listed practices are unfair or deceptive.

Does an EASA Part-145 approval let a US shop work on an N-registered aircraft?

No. 14 CFR § 43.7 names who may approve an N-registered aircraft for return to service: FAA repair station certificate holders among them, plus certain Canadian persons under § 43.17; an EASA Part-145 approval is not on the list. A US shop's EASA approval rides on its FAA certificate under the US–EU bilateral, for products registered or designed in the EU.

Does the FAA approve aircraft-records software for Part 135 electronic logbooks?

No. The FAA authorizes a certificate holder — the operator — to use electronic signatures, electronic recordkeeping systems and electronic manuals through Operations Specification A025, following Advisory Circular 120-78B. The software is named in the operator's A025, but the authorization is the operator's, and using electronic records at all is optional.
